Administrative Services Analyst - Fire Protection (Finance)
Competitive applicants will possess experience c ollecting and evaluating data; draw conclusions and formulate recommendations and project consequences of recommendations. Experience in evaluating, analyzing plans and project submittals for impact on the fire department. . Knowledge of the Public & Land Use system is preferred but not required.
Under general supervision, performs a wide variety of administrative services of moderate difficulty; conducts standardized research studies and collects and provides technical data involving budgetary and/or operational process and/or performs contract monitoring; recommends policies, procedures, systems and methods for the improvement of departmental services, operations or programs; performs other related duties as required.
The Administrative Services Analyst I is the first working level classification in the Administrative Services Analyst series and reports to a supervisory or manager level position. This classification is characterized by the responsibility to provide a variety of administrative services involving budgets, contract monitoring, purchasing, space utilization, facilities project management, human resources administration, staff development, and/or staffing to a small county department. Incumbents may also perform one or more specific administrative support functions to complement centralized, administrative services for an entire larger county department including providing technical data and/or budgetary recommendations for management decisions; proposing actions based on the analysis of data; monitoring contracts for compliance; and implementing and coordinating specific procedures on a departmental level.
The Administrative Services Analyst I is distinguished from the Administrative Services Analyst II by the latter's performance of complex and difficult assignments requiring a lesser degree of review and a higher level of independence.
Administrative Services Analyst I is a natural progression underfill for the Administrative Services Analyst II. Incumbents are eligible to promote to Administrative Services Analyst II after obtaining one year of experience as an Administrative Services Analyst I, receiving a satisfactory performance evaluation, and meeting the educational and/or experience requirements.

The Riverside County Fire Department (RCFD) is one of the largest integrated, cooperative, regional fire protection organizations in California. The Department, a unique partnership between State of California Department of Forestry and Fire Protection (CAL FIRE) and the County of Riverside, serves 20 partner agencies and has five core values: Leadership, Competence, Integrity, Safety, and Customer Service.• Conduct studies of operational, service and programmatic activities including workflow, organizational structure, operating procedures, space utilization, facilities management, equipment usage, and staffing patterns; develop reports and recommendations for appropriate action based on the analysis of collected data.
• Assist in the preparation of budgets and performs cost/benefit analysis of specific programs; review financial data on an on-going basis to ensure conformance with established guidelines.
• Monitor adherence to contract terms.
• Develop written procedures to clarify or describe standard practices; design or improve forms to expedite procedures; coordinate the publication and dissemination of procedures; review present and pending legislation to determine effect on departmental operations and programs.
• May assist in the preparation of grant applications; participate in various meetings and present and/or gathers data to assist management in making administrative and operational decisions; prepare a variety of records, reports, and correspondence.
• May direct, train, assign, and evaluate subordinate clerical and technical personnel in the performance of routine tasks. OPTION IEducation: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
OPTION IIExperience: Four years of paraprofessional experience in an administrative capacity.
OPTION IIIExperience: One year as an Administrative Services Assistant with the County of Riverside.
ALL OPTIONSKnowledge of: Principles of administration, organization and management necessary to analyze and evaluate operations, services and programs; principles and practices of fiscal management and/or budgetary control and/or contract monitoring.
Ability to: Collect and evaluate data; draw conclusions and formulate recommendations and project consequences of recommendations; monitor expenditures; interpret legislative and administrative mandates and regulations; establish and maintain effective working relationships with those contacted in course of work; communicate effectively in written and verbal form.Reasonable Accommodations
