ORGANIZATIONAL SUMMARY:
The Institute for School Reform (ISR) in the College of Education is a nationally recognized research and training center that provides technical assistance to school districts and other service delivery leaders throughout the United States. The ISR's $20 million budget is derived from grants from federal, state, and private sources. It is the mission of the ISR to implement research-based and innovative practices in Florida schools through the use of technical assistance, training, coaching, and program evaluation. The ISR, through various projects, seeks to help enable all schools in the state of Florida to provide a safe, effective, and efficient environment; to continuously improve the academic and social/emotional growth of ALL students; and to engage families and communities in the schooling process.
POSITION SUMMARY:
The Compliance Monitor performs risk assessments, operational and financial monitoring of 21st Century Community Learning Centers (21st CCLC) sub recipients in accordance with professional standards. The Compliance Monitor ensures appropriate controls exist; processes are efficient and accurate; operating procedures are in compliance with federal and state rules and regulations and best practices; identifies internal control and business process improvement strategies designed to strengthen project controls and improve operational efficiency and effectiveness; and prepares reports of findings and makes recommendations to resolve conditions noted.
RESPONSIBILITIES:
Evaluates sub recipients using a risk-based approach to identify the appropriate monitoring strategy for each sub recipient. Applies the appropriate monitoring strategy to each sub recipient by conducting onsite or desktop monitoring activities. Assists sub recipients in the development of appropriate and effective corrective action plans and assists sub recipients in achieving and maintaining compliance with Federal and State rules and regulations by providing accurate and clear guidance.
Drafts reports for each monitoring activity in accordance with U.S. Department of Education (USED) and Florida Department of Education (FDOE) guidelines. Performs periodic follow-up of previously reported monitoring or audit findings to assess resolution of recommendations and determine if adequate corrective action has been implemented by sub recipients. Assists with investigations conducted by the Office of the Inspector General at the Florida Department of Education, the Auditor General and the Department of Financial Services or any other cognizant agency.
Reviews and tracks the annual sub recipient self-assessment responses, supports the development of corrective action plans, and tracks sub recipient progress in the same.
Keeps abreast of Federal and State rules, regulations and guidance pertinent to the 21st CCLC program. Responds to emerging financial and compliance issues by providing accurate guidance.
Travels to provide monitoring, conduct site visits, participate in meetings, completing tasks as required by 21st CCLC program office or Florida Department of Education (FDOE).

POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree in a field directly related to the program responsibilities and two years of professional experience; or Master's degree in an area of specialization appropriate for the program.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.
PREFERRED:
Bachelor's degree in Communication, Education, Adult Education, or related field from accredited university and minimum of 3 years professional training experience; or Masters in same fields with 2 years of professional training experience.
Knowledge of and experience with contracts and grant compliance requirements.
Knowledge of and ability to interpret and apply related Federal, State and local laws, ordinances, rules and regulations, related policies, procedures, principles and practices.
