Informaticist - Remote (Information Technology)

SUMMARY 

The purpose of this position is to provide strategic and technical support to informatics executives and management to meet the goals and objectives of specific public health programs, in alignment with agency mission.  This position serves as an informatics subject matter expert regarding public health programs and in the development, maintenance, operation, enhancement, and configuration of data systems and informatics capabilities to address the needs of the California Department of Public Health (CDPH) and in service to the local health jurisdictions, and other public health and healthcare sector partners across California. Provides leadership and conducts complex scientific and information assessments to support public health policies and practices, including community health improvement, decision support, and stakeholder engagement. The Informaticist must be able to work in a complex environment with national, state, and local professionals in public health, epidemiology, evaluation, and information technology.

The Informaticist may contribute to development of agency-wide informatics architectures, use of data standards, and solutions to issues of interoperability, security and confidentiality, and integration. This position may provide leadership on and conduct complex scientific and informatics assessment to support public health policies and practices, including promotion of health equity, community health improvement, decision support, and stakeholder engagement. Informaticist will contribute mastery of informatics subject matter and expert ability to operationalize, use, and process data on a detailed level for system maintenance, design of new systems and processes, and emergency troubleshooting. 

The Informaticist also develops and leads teams to determine the best ways to collect that data and also works with top executives on an overall strategy for implementing data analytics technology. The role may also support automation and improving operations by reducing paperwork, sharing information across platforms and departments, and reducing duplicative efforts, while supporting data program performance, data collection, data management, privacy, information architecture, and service delivery.

Must be able to work flexible hours, including weekends and holidays.

Salary range: $104,000 to $117,000 annually depending on experience/qualifications.

ESSENTIAL FUNCTIONS 

60% Data Policy and Management Operations 

• As an expert in one or more informatics domains and/or systems, leads and applies theoretical and practice-based expertise in the procurement, design, development, implementation, evaluation, management, and continuous improvement of data management and policy to support prevention and health promotion activities of the agency, public health programs, and surveillance and disease reporting (including COVID-19), enabled by effective application of technology.
• At the highest level of practice, provides daily operational and programming support in informatics subject matter areas including health equity analysis, application of Geographic Information System (GIS) technology to public health practice, data collection practices, and protection of the confidentiality of public health data through data de-identification methods.
• Develops or oversees development of use cases, business process documentation, workflow analyses for information system development, and manages resources for assigned areas of public health practice.
• Documents work processes, data attributes, and system attributes. Collaborates with a broad spectrum of public health constituents and participants including federal, state, and local public health officials, as well as government officials, private individuals, and senior researchers in academic settings.
• Formulate, analyze, and make recommendations on the impact of technology, international standards, and technology policy, reflecting the latest trends and changes occurring throughout the government and market sectors.
• Manage the development of methods to ensure consistent application and use of metadata, data quality and data analytics towards current public health issues, including COVID-19 surveillance and prevention.

20% Information Architecture Management and Innovation

• Conceptualizes and directs management and analysis of public health data, including vital statistics and infectious disease (including COVID-19) data. Provides daily operational support at most detailed levels of system operation.
• Analyzes and interprets data for reports and presentations and makes recommendations based on analyses.
• Performs moderately to highly complex statistical analysis including ad-hoc analysis, data mining, extraction and transformation, processing of complex data sets, and creates analytic datasets.
• Integrate enterprise data and technology planning and policy and direct execution across functional groups to support interoperability between programs. Responsible for ensuring data standards, integration, and suitability for analytics production.
• Possess master-level knowledge and skills in health care data standards and coding, data models and structure, and database systems required to effectively design and maintain programs and capabilities

20% Stakeholder Relationship Communications and Management 

• Provides public health informatics knowledge and data set or system specific knowledge to program areas and public health stakeholders.
• Provides public health informatics knowledge related to data management, analysis and reporting, and recommendations related to public health data.
• Provides analytic support and public health informatics knowledge to support program teams in the areas of data analysis, protocols, technical presentation and documentation, and response to informatics inquiries.
• Establish and maintain positive relationships with division management, executive staff, and other key stakeholders.
• Resolve critical issues with customers and stakeholders. Drive effective communications across the enterprise and promote consistency, transparency, and a unified message. Lead efforts to develop and communicate enterprise-wide methodologies and standards.
• Participation in enterprise data governance and facilitate escalation of issues or decision-items to Strategic Governance.
• Manage data stakeholder groups and design, develop, implement, and maintain data management and exchange standards.

 JOB QUALIFICATIONS

• Demonstrated expert-level technical skills and knowledge in one or more areas of public health informatics
• Specific training and/or certification in one or more specialized areas of public health informatics, such as CDC/CSTE or PHII informatics training programs
• Demonstrated ability to manage multiple projects in a fast-paced and high-pressure environment.
• Additional years of professional experience in public health practice or in a healthcare setting, with health informatics or program responsibilities that include conducting and/or supporting informatics projects including scientific investigations, information architecture management, complex data cleaning and analysis projects, and implementing data and information standards

 Education/Experience

• Bachelor's degree in Health Informatics, Public Health, Science, Epidemiology, Public Policy or Health Policy, Health Services Research, Health Information Sciences, Computer Science, or closely related field AND six to eight years (6-8) years of professional experience in a healthcare or public health setting with health informatics responsibilities that include conducting and/or supporting informatics projects including scientific investigations information architecture management, and implementing data and information standards; OR

•  Master's degree or higher from an accredited graduate school with a focus in public health, public health informatics, health care informatics, information technology, computer science, information science, public policy or health policy, statistics or related field AND three to five (3-5) years of professional experience in a healthcare or public health setting with health informatics responsibilities that include conducting and/or supporting informatics projects including scientific investigations, information architecture management, and implementing data and information standards; OR

•  Doctoral-level degree such as PhD of Informatics, Doctor of Public Health (Dr.PH.), Doctor of Health Science (D.H.Sc.), Ph.D. Management Information Systems and Technology, Ph.D Computer Science or closely related field AND two to four (2-4) years of experience doing senior-level public health informatics work; OR

• An equivalent combination of education, professional experience, and lived experience
